Dr. Chan joined the WKCDA in June 2016. He has over 40 years of experience in property development, construction project management, and project delivery in both private and public sectors covering major projects in Hong Kong and Mainland China.  Prior to joining the WKCDA, Dr. Chan was Executive Director of Kerry Properties Limited. He has also held management/profession positions at the Cyberport Management Company Limited from 1999 to 2002 and the MTR Corporation from 1980 to 1985 for the MTR Island Line property developments.

Dr. Chan is both Fellow Member of the Royal Institution of Chartered Surveyors and the Hong Kong Institute of Surveyors.
