Sr Hon Tony TSE Wai-chuen, BBS, JPis a professional surveyor, member of the Legislative Council for the Architectural, Surveying, Planning and Landscape functional constituency, Fellow member of the Hong Kong Institute of Surveyors, Founding President of the Hong Kong Property and Facilities Management Association of the Greater Bay Area, non-executive director (non-official) of the Urban Renewal Authority Board, member of the Advisory Committee on the Northern Metropolis, member of the Standing Committee on Disciplined Services Salaries and Conditions of Service, member of the Council of the Hong Kong Repertory Theatre. He is also a member of the National Committee of the China Association for Science and Technology.

Mr Tse was awarded the Bronze Bauhinia Star in 2014 and was appointed as Justice of the Peace in 2020. He was awarded the “Lifetime Achiever Award” by the Royal Institution of Chartered Surveyors in 2017 and received Outstanding PolyU Alumni Award in 2021 and a member of the 13th National Committee of the Chinese People’s Political Consultative Conference.

After graduating from the Hong Kong Polytechnic (now the Hong Kong Polytechnic University) in 1976, Tony joined the Civil Service and had served at the former Crown Lands and Survey Office (now the Lands Department) for 12 years. His last position held was Senior Estate Surveyor. Thereafter, he has held senior positions in many local companies, and is now the Director of Brand Star Ltd.

Tony Tse has been engaged in the surveying and property development field for more than 40 years. He was the President of the Hong Kong Institute of Surveyors. He participates enthusiastically in public affairs and has been appointed to various public services, including: chairperson of Property Management Services Authority, vice-chairman of Independent Police Complaints Council, members of the Town Planning Board.

He has more than 45 years multi-disciplinary working experience, with the last 28 years in teaching/research/administration at a renowned university. Prior to that, he had 17 years professional experience in prestigious property groups like Sun Hung Kai and Swire Properties looking after various development/construction/management areas.

Dr. Edmond Cheng has over 40 years substantial experiences in real estate, property asset management and facility services. He has been the Managing Director of Urban Group since February 2002. He is responsible for the formulation of strategic directions, corporate development, business operations and management systems enhancement as well as new market development activities of the Group. Dr. Cheng leads a strong team of professionals to overcome challenges and maintains a sustainable growth of the Group.

Currently, Dr. Cheng is the President of the Hong Kong Association of Property Management Companies. He is also Vice President of HKU SPACE Alumni Council, Registration Committee Chairman and Member of the Housing Managers Registration Board, Education and Training Committee Convenor and Member of the Property Management Industry Training Advisory Committee under the Education Bureau and Manpower Survey Committee Convenor and Member of the Real Estate Services Training Board of the Vocational Training Council, reflecting his contributions to the society.

Dr Cheng was the President of The Hong Kong Institute of Facility Management (2015-2021), the Chairman of the Property and Facility Management Division of the Hong Kong Institute of Surveyors (2013-2015), the President of The Hong Kong Association of Property Management Companies (2009-2011), the Chairman of Housing Managers Registration Board (2006-2008) and the President of The Hong Kong Institute of Housing (2000-2002).

Moreover, Dr Cheng is a Fellow of the Hong Kong Institute of Housing, the Chartered Institute of Housing, the Hong Kong Institute of Surveyors, the Royal Institution of Chartered Surveyors, the Hong Kong Institute of Real Estate Administrators, the Hong Kong Institute of Facility Management and the Hong Kong Institute of Directors. He is also a Registered Professional Housing Manager, a Registered Professional Surveyor (General Practice) (Property and Facility Management) and a Licensed Estate Agent.

Mr. Poon has been in the property management and leasing profession over 37 years’ experience and taking up different roles as a professional manager in various developer companies and independent management agencies. He had also exposed to the business development, professional training and overall supervision of pre-completion consultancy and management operations of various sizeable prime composite development projects in major coastal and inner cities of the Mainland China for 7 years from 1994. Since March 2008, Sanford joined the Hong Kong Housing Society (HKHS) as General Manager (Property Management) and now appointed as Director (Property Management) since October 2020.

He holds degrees of BSc(Hons), MSocSc(Urban Studies), MHousMgt, Executive MBA and a Professional Diploma in Real Estate Administration (Dist.) from different universities in Hong Kong. He is now a Fellow of the Chartered Institute of Housing (FCIH), Corporate Member of Hong Kong Institute of Housing (MHKIH), Corporate Member of Hong Kong Institute of Real Estate Administrators (MHIREA) and a Registered Professional Housing Manager (RPHM) with the Property Management Practitioner (Tier 1) Licence issued by Property Management Services Authority in Hong Kong.

He has also been actively participating into institutions and government appointments for the benefits of the profession of housing management like (i) Chartered Institute of Housing Asian Pacific Branch (CIHAPB) since 2005 till now, particularly as Chairman of the Executive Committee from 2009 to 2011; (ii) Hong Kong Association of Property Management Companies (HKAPMC) particularly as Vice President of the Council from 2009 to 2011 and from 2021 for the current year; and (iii) appointments by the HKSAR Government including Committee Member of the Sub-Committee on Property Management Companies and Practitioners under the Advisory Committee on Regulation of the Property Management Industry by the Home Affairs Department from 2011 to 2014; and Working Committee Member of the Property Management Industry Training Advisory Committee (PM-ITAC) under the Education Bureau/ Hong Kong Qualification Framework from 2018 till now.

Sr Francis Lam is currently the President of The Hong Kong Institute of Surveyors (HKIS). Moreover, Sr Lam is a Supervisory Board Member of the Hong Kong Housing Society (HKHS) from 2023 to 2026 as well as a Member of the HKHS’s Special Committee on Planning, Design and Construction (2021-2024).

Sr Lam has also been engaged in various public services, including serving as a Member of the HKSAR Harbourfront Commission (2017-2025) and the Government Land and Building Advisory Committee’s Planning Sub-committee (2021-2024). He is the Professional Adviser for the Federation of Public Housing Estates Hong Kong (2021-2025).

Previously, Sr Lam was the Chairman of the Surveyors Registration Board (2022-2023), Chairman and Spokesman of HKIS Housing Policy Panel (2018-2022), Chairman of the HKIS Planning and Development Division (2010-2011, 2019-2021), a Member of the Appeal Tribunal Panel (Buildings) (2009-2012, 2018-2023), the External Examiner of the University of Hong Kong’s B.A. degree course of Urban Studies (2017-2021), Adviser to the Po Leung Kuk Property Committee (2020-2022), and a Member of the Working Group on Flat Design and Renovation of the Hong Kong Council of Social Service’s Community Housing Movement (2017-2022).

By profession, Sr Lam is a Planning and Development/General Practice/Property Facilities Management Surveyor as well as an Urban Planner. Mr. Alan SIN is a Registered Professional Building Surveyor and BEAM Professional.

Mr SIN joined the Architectural Services Department as a Property Services Manager in 1992. Since then, his career has been closely associated with maintenance and improvement of government buildings and facilities. He has extensive experience in project management of facilities upkeep including building maintenance, refurbishment, alteration, addition and improvement of government buildings and facilities. Before assuming the office of Deputy Director of Architectural Services in December 2023, he was the Head of Property Services Branch of Architectural Services Department leading teams of over 700 staff including professionals and site supervisory staff to look after a huge portfolio of all government buildings and facilities in Hong Kong. On the other hand, he has also actively explored the feasibility of incorporating green building design and adopting innovative technology in different maintenance, refurbishment and improvement projects with a view to maintaining building sustainability. Externally, he had been the Immediate Past Chairman of Board of Education for years and co-opted Council Member of Building Surveying Division of the Hong Kong Institute of Surveyors.

Ir Daniel LEUNG is currently the Deputy Director of Housing Department in the Government of the Hong Kong Special Administrative Region.

Ir Leung graduated from the University of Hong Kong with first class honours degree in civil and structural engineering and obtained a Bachelor of Law Degree from the University of London (external programme), a Master of Science Degree in Engineering from the University of Science and Technology, Hong Kong. He is a Chartered Engineer and a fellow member of the Hong Kong Institution of Engineers.

Ir Leung served in the Government since early 1994. He also serves as part‐time examiner for the Structural Division of the Hong Kong Institution of Engineers, Jury member for the Green Building Award of the Green Building Council, Jury member for the Structural Excellence Award of the Structural Division of the Hong Kong Institution of Engineers and as the training tutor for the graduates in the Housing Department. He possesses over twenty year’s bountiful experiences in the local construction industry.

Ir Leung leads a multi-disciplinary team for the implementation of public housing developments in Hong Kong, covering a wide spectrum of tasks on projects from feasibility, planning, design to construction stages, and establishing operational policies and strategies for sustainable development, embracing HKHA’s core values being Caring, Customer-focused, Committed and Creative. He has been steering and overseeing the development and application of information technology including Building Information Modeling (BIM), Geographic Information System (GIS), as well as construction technologies to enhance the business practices of the Development and Construction Division of the Housing Department.

Mr Chris Ng is currently the Assistant Director of Home Affairs. He leads a team for the implementation and formulation of policies related to the property management industry in Hong Kong, covering a wide spectrum of tasks from overseeing the implementation of the Property Management Services Ordinance (Cap. 626) (PMSO), to drafting of the subsidiary legislation on the related procedures for implementing the PMSO.  In addition, he also serves as the policy interface between the Home Affairs Department and the Property Management Services Authority.

Mr Ng continues to steer his team to closely collaborate with the property management sector, promoting professionalism and enhancing the image and competitiveness of the industry.

Ir Boris T T YIU is the Assistant Director of the Electrical and Mechanical Services Department. He is responsible for the development, implementation and promotion of various energy efficiency and conservation (EE&C), and renewable energy (RE) programmes. The Branch is also the enforcement body for Ordinances on energy efficiency labelling, building energy efficiency and electricity safety. He received his Bachelor of Engineering degree in Electrical and Electronics Engineering and Master of Science degree in Electrical and Electronics Engineering from the University of Hong Kong. Ir YIU has been working in Government Bureau and Departments for over 25 years, with wide spectrum of professional and managerial roles in the areas of electrical and mechanical engineering services, project management, policy formulation as well as regulatory enforcement.

Under the leadership of Dr James Kong-tin WONG, Chairperson of the Property Management Services Authority (PMSA), the property management industry licensing regime transitional period ended smoothly in August 2023, marking the new era of the property management industry in Hong Kong whereby relevant property management companies and pracitioners have to be licensed. Within his term, Dr WONG will continue to lead the PMSA to adopt a three-pronged approach of “regulating by licensing”, “formulating codes of conduct” and “encouraging continuing professional development” so as to enhance the status and service standard of the property management industry, driving its advancement towards enhanced quality and professionalism.

Dr WONG holds bachelor’s, master’s and doctoral degrees in laws, and has nearly 30 years of practical experience in legal matters concerning cross-border investment in Greater China, electronic commerce, corporate governance, arbitration and mediation, media and public administration, etc.

Dr WONG is also a senior certified financial planner in Hong Kong, a Fellow of the Hong Kong Institute of Directors, a member of the Chartered Institute of Arbitrators, a member of the Hong Kong Institute of Arbitrators, a mediator of the Hong Kong Mediation Accreditation Association and a founding member of the The Hong Kong Independent Non-Executive Director Association. Concurrently, he is also a Specialist of the Hong Kong Council for Accreditation of Academic and Vocational Qualifications.

Dr CHEUNG is the Chairman of the Hong Kong Green Building Council. He is also an Adjunct Professor in at the Technological and Higher Education Institute of Hong Kong and is a member of the Executive Committee of the Construction Industry Council, the Private Columbaria Licensing Board, the Expanded Building Committee of the Buildings Department, the Project Board for New Railway Projects of the Transport and Logistics Bureau, and the Independent Railway Expert Advisory Committee for New Railway Projects of the Transport and Logistics Bureau. He served as an Honorary Professor in the Department of Building and Real Estate at the Hong Kong Polytechnic University (PolyU) and is a recipient of the Outstanding PolyU Alumni Award in Professional Achievement.

Dr CHEUNG holds a Bachelor of Science Degree in Estate Management from the University of Reading, UK, a Master of Science Degree in Construction Management from the University of Bath, UK, and a Doctor of Philosophy Degree in Fire Engineering from the City University of Hong Kong. He has professional qualifications in building surveying, property management and facility management. He is a Fellow of the Hong Kong Institute of Surveyors, a Registered Professional Surveyor (BS), and an Honorary Fellow of the Hong Kong Institute of Facility Management.

Dr CHEUNG was previously Director of Buildings in the HKSAR Government and received the Silver Bauhinia Star Award in 2019 for his dedicated and meritorious service to the Government, particularly in promoting building safety and a sustainable built environment in Hong Kong. He also served as an Honorary Professor in the Department of Building and Real Estate at the Hong Kong Polytechnic University (PolyU) and is a recipient of the Outstanding PolyU Alumni Award in Professional Achievement.

Mr. Ho, as the director of the Industry Development Division, is at the forefront of transforming the construction industry in Hong Kong. His initiatives focus on leveraging cutting-edge technologies and new methodologies to enhance productivity, sustainability, safety, and quality. He leads efforts in several key areas:

1. Adopting Cutting-Edge Technologies: He oversees and promotes the adoption of cutting-edge technologies, including Digital Twin, Building Information Modelling, Modular Integrated Construction, Artificial Intelligence, Robotics and the Smart Site Safety System in the industry.

2. Enhancing Construction Safety: He promotes a safety culture and measures to prevent accidents and a secure working environment on construction sites.

3. Managing the Construction Innovation and Technology Fund (CITF): He incentivises the industry to adopt advanced technologies and develop its workforce by leveraging the $2.2 billion CITF.

4. Promoting Sustainability and Green Practices: He contributes to sustainability efforts by developing initiatives such as the Sustainable Finance Certification Scheme, Carbon Assessment Tools, Smart Waste Management Tool and Green Product Certificate.

5. Showcasing Sustainable Construction and Innovative Construction technologies: He highlights and promotes innovative sustainable designs and practical technology implementations at the Zero Carbon Park, MiC Resource Centre, Digital Twin Hub and the Construction Innovation and Technology Application Centre.

6. Strengthening Collaboration with the Mainland: He fosters collaboration between the construction industry in Hong Kong and the mainland, particularly in the Greater Bay Area.

7. Industry Research and Best Practices: He manages the CIC Research and Technology Development Fund to encourage industry research, spearhead industry standards and develop reference materials to ensure best practices are followed.

Mr. Ho, a Chartered Engineer, boasts over 30 years of experience specialising in digital solutions for the Architecture, Engineering, Construction, and Owner-operated industry. He holds the distinction of being a Founding Board Member of the Hong Kong Institute of Building Information Modelling from 2008 to 2016. Additionally, he is a fellow member of the Hong Kong Institute of Civil and Building Information Management.

Prior to his joining the HKHS in December 2018, he was the Chief Executive Officer of Po Leung Kuk, a major multi-faceted services NGO in Hong Kong, for six years. He had also served in the Administrative Service of Hong Kong Government for 20 years, working in various bureaux and departments at directorate level including Commerce and Economic Development Bureau, Home Affairs Department and the Administration Wing of the Chief Secretary for Administration's Office.

Ms. Patricia Chang has 30 years of experience in the area of property and facility management. She has a Master Degree of Science in Real Estate and a Professional Diploma in Housing Management. She is the Director and General Manager of China Overseas Property Services Limited, responsible for the property and facility management of developments in Hong Kong and Macau under the China Overseas Property Group. The company currently manages an area of 13,310,869 sq. ft., around 135,000 units and hire near to 9000 staff in Hong Kong and Macau.

Prior to joining China Oversea Property, Ms. Chang has served Hong Yip Service Company Limited as General Manager (Leasing Property) for 11 years. She has extensive experience on managing a wide range of properties such as shopping arcades, office buildings, public and private residential developments of various types, control points as well as government properties. She is a seasoned practitioner in the area.

Ms. Chang is the President of The Hong Kong Institute of Housing. She is also one of the founders of The Hong Kong Property and Facilities Management Association of The Greater Bay Area. In addition, she is a member of the Appeal Board of Hong Kong Building Rehabilitation Facilitation Services Ltd, URA as well as Appeal Board Panel under the Electricity Ordinance (Cap.406), EMSD.

Jonathan is a Chartered Engineer (FHKIE, FBSOMES, FCIBSE, RPE), Chartered Surveyor (FRICS, FHKIS, RPS) and Green Building Professional (GB Faculty, BEAM Pro, LEED AP), active in promoting the best practices of Facility Management, Sustainability and Carbon Neutrality for the existing building assets with the recognition. Mr. Lee Man Ho, Louis, currently serves as the General Manager (Building Rehabilitation) of the Urban Renewal Authority. He is mainly responsible for formulating building rehabilitation policies for Hong Kong and promoting them to the general public and stakeholders. Mr. Lee has over 30 years of experience in the real estate industry, having worked for several large real estate developers and real estate investment trusts. He has extensive professional experience in real estate sales, leasing, and operations.

Mr. Lee graduated from the University of Hong Kong with a Master's degree in Housing Management and is currently a candidate for a Doctor of Business Administration. Mr. Lee is also a senior member of the Hong Kong Institute of Surveyors (HKIS), a member of the Hong Kong Institute of Housing (HKIH), a senior member of the Institute of Shopping Centre Management, and a licensed Property Manager (Level 1).

Shenjing He is Professor of Urban Studies and Department Head at the Department of Urban Planning and Design, Faculty of Architecture, The University of Hong Kong (HKU). She is the founding director of the Social Infrastructure for Equity and Wellbeing (SIEW) Lab, and Executive Deputy Director of Urban Systems Institute at HKU. Shenjing’s research interests focus on urban redevelopment, urban governance, rural-urban migration, rural-urban integration, low-income housing, urban development and housing price mechanism, and health cities. Shenjing was conferred the award of Fellow of the Academy of Social Sciences (FAcSS) in 2021 and she serves as the Co-Editor-in-Chief for Area Development and Policy since 2023 and an editor for Urban Studies since 2012, and sits on the editorial board of several urban and geographical journals. Dr. T.M. Kwong, Associate Professor of the School of Professional and Continuing Education, the University of Hong Kong. He is a renowned academic in the field of property and facility management and has been teaching housing and real estate related courses since 1995.

Dr. Kwong was the Former Head of the College of Humanities and Law of the School of Professional and Continuing Education and is now the Senior Advisor of the College.

Dr. Kwong is active in the real estate and property management industries. He was contracted by the Education Manpower Bureau of the Hong Kong Government as the Professional Writer of the Industrial Technical Specialization on Property Management. Dr. Kwong is also the member of a number of committees and takes on an advisory role in property and facility management training and standard setting for the industries. Recognizing his contribution to the industry, Dr. Kwong is elected the Honorary Fellow of a number of professional bodies including the Hong Kong Institute of Housing, the Hong Kong Institute of Real Estate Administrators and the Institute of Shopping Center Management.
