Mr Hui Siu-wai joined the Hong Kong Government in 1978 as a Student Building Surveyor. He has worked in a wide range of posts in the then Buildings Ordinance Office, the Building Development Department, the Buildings and Lands Department and currently the Buildings Department. In 2001, he was seconded to the Security Bureau of the HKSAR Government and assumed the position of the Principal Assistant Secretary/Special Duties for a year, with the primary responsibility of overseeing aviation security. He took up the post of Director of Buildings in March 2014. |

Dr. Daniel Ho C.W. is currently associate professor at the Department of Real Estate and Construction, The University of Hong Kong. He is a building surveyor and facilities manager by profession. Dr. Ho's key research interest is on building quality and performance assessment and facilities management. His current projects focus on application of building performance assessment for multi-storey apartments, urban renewal projects, and historic buildings. Dr Tae Wan Kim is an Assistant Professor in the Department of Civil and Architectural Engineering at the City University of Hong Kong. He received Bachelor’s and Master’s degrees from Seoul National University in Architecture and Architectural Engineering and his Ph.D. from Stanford University in Civil and Environmental Engineering under the supervision of Dr. Martin Fischer. Before the doctoral study, Dr Kim worked for 艾(former HanmiParsons), a construction management company based in Seoul, Korea, for four years. Dr Kim’s research employs the framework of virtual design and construction to explore and formalize the relationships between building occupants and building spaces, commonly represented in a Building Information Model (BIM), with the goal of enhancing operational performance of properties and facilities including energy use and space utilization. He authored or co-authored more than 30 articles in refereed journals, such as Journal of Construction Engineering and Management of American Society of Civil Engineers (ASCE) and Automation in Construction, and in application-oriented periodicals, such as the BIM of the BuildingSmart Korea and Local Self-Government Magazine. He has been the recipient of the Chairman of National Assembly Award in the 2nd Korean Engineering Thesis Contest, Clarkson Oglesby Fellowship, and Charles H. Leavell Fellowship. Sr Simon Kwok is currently the President of the Hong Kong Institute of Surveyors. He is the Chief Land Surveyor of Lands Department, the Government of the Hong Kong Special Administrative Region. Sr Kwok was the Chairman (2012-2013), Vice Chairman (2011-2012) and Member (2010-2011) of the Surveyors Registration Board. He was also the Chairman (2003-2008) of the Association of Government Local Land Surveyors and Member (2001-2004, 2008-2010) of Member, Advisory Committee of the Department of Land Surveying and Geo-Informatics of the Hong Kong Polytechnic University. Sr Kwok is an expert in Geodetic Survey. He led the establishment of the Hong Kong Satellite Positioning Infrastructure. He also has extensive experience in photogrammetry, cadastral survey and mapping. Sr Kwok has actively participated in international cooperation projects. |

Mr. Albert K W Lee is a professional quantity surveyor and a Member of the Hong Kong Institute of Surveyors, he was appointed Justice of the Peace in 2009. After joining the Hong Kong Government in 1980, Mr. Lee has held a number of key positions in the Housing Department in different areas of works, including construction, business development, management of commercial properties and housing subsidies etc. He is now the Deputy Director (Estate Management) of the Housing Department, and is responsible for the management and maintenance services of the Hong Kong Housing Authority's portfolio of public rental housing and non-domestic premises. | ![]() Mr. Albert LEE Kwok Wing Deputy Director (Estate Management), Housing Department, HKSAR Government |
Mr Ivan Tam, Deputy Managing Director, joined Chevalier Group in 1986. He is also directors of certain companies of the Chevalier Group. Overseeing the operation of insurance underwriting, property investment and development, property management, cold storage and logistics as well as travel agency businesses, he is also responsible for legal affairs of Chevalier Group.
Mr Tam holds a Bachelor Degree in Laws from the Beijing University of the People’s Republic of China, a Master of Arts Degree from the City University of Hong Kong and a Postgraduate Diploma in Corporate Administration from The Hong Kong Polytechnic University. He is a Fellow Member of the Chartered Institute of Arbitrators, the Institute of Chartered Secretaries and Administrators in the United Kingdom and the Hong Kong Institute of Chartered Secretaries. Mr Tam is also a Chartered member of the Chartered Institute of Housing. Mr Tam was appointed as the Honorary Vice Consul of The Kingdom of Bahrain in Hong Kong SAR and the Secretary General of the Hong Kong Bahrain Business Association. He also appointed as a Deputy Director of the Hong Kong Macao Taiwan Overseas and Chinese Foreign Committee and a member of the Chinese People’s Political Consultative Conference, Changchun. Now, he is elected as the President of The Hong Kong Association of Property Management Companies as well as the Vice President of the Hong Kong Institute of Chartered Secretaries and also serves as the Vice Chairman in its Education Committee. He is also an Honorary Secretary of the Insurance Claims Complaints Bureau. |

The Hon. Tony Tse is a registered professional surveyor, fellow member of the Hong Kong Institute of Surveyors and the Royal Institution of Chartered Surveyors. Graduated from the Hong Kong Polytechnic in 1976, Mr. Tse then joined the Civil Services and worked in various offices until he resigned in 1988 when he was Senior Estate Surveyor of the Lands Department. After leaving Hong Kong Government Civil Services, Mr. Tse has been working in the private sector and holding senior position in Hongkong Land Property Co. Ltd., Chesterton Petty Ltd., Emperor International Holdings Ltd., Urban Renewal Authority, Henderson Land Development Company Limited, Henderson Sunlight Asset Management Limited and SEA Group. The Hon. Tse is now Director of Brand Star Limited (property consultant). The Hon. Tse has over 36 years’ experience in real estate business. Apart from the daily business, Mr. Tse is also keen in community services. He was appointed Member of the Town Planning Board, the Land and Building Advisory Committee, the Municipal Services Appeal Panel, the Disciplinary Board Panel (Land Survey), the Hong Kong Trade Development Council Infrastructure Development Advisory Committee, and the Chairman of the Real Estate Services Training Board of Vocational Training Council. Sr Gary Yeung had achieved BSc(Hon) Degree and MBA from the University of Reading, and LLB from the University of London. He was qualified as a Fellow Member of the Hong Kong Institute of Surveyors, the Royal Institution of Chartered Surveyors and the Hong Kong Institute of Facility Management. He has more than 30 years experience in real estate management, working in organisations including the HKSAR Government, developer, project consultancy practice and property management companies. Currently he is the General Manager of Shui On Properties Management Limited. He also makes use of his leisure to serve the Hong Kong Institute of Surveyors on a voluntary basis for more than 14 years initially in the Building Surveying Division, and thereafter in the Property and Facility Management Division, Board of Membership and General Council. He is the Past Chairman of the Property and Facility Management Division (2009-2011). Currently, he serves as the Honorary Treasurer of the Surveyors Registration Board and Chairman of Professional Practice Committee of the Hong Kong Association of Property Management Companies. He had participated in several legislative consultations essentially the amendment of Building Management Ordinance (Cap 344) and Mandatory Building Inspection Scheme. After completing his education in the Hong Kong Polytechnic, he joined the Hong Kong Government in 1974. He has held a number of positions in the then Buildings Ordinance Office, Building Development Department, Buildings and Lands Department and Buildings Department. He is now the Director of the Buildings Department. He has over thirty years of experience in building control, especially in the review and formulation of statutory standards in the design and construction of buildings. He was the chief drafter of a number of Codes of Practice including the Codes of Practice for “Means of Escape 1996”, “Fire Resisting Construction 1996”, “Means of Access for Fire Fighting and Rescue 2004”, “Overall Thermal Transfer Value in Buildings 1995” and “Building Works for Lifts and Escalators 1993”. |

Dr. Cheng is the Managing Director of Urban Group. He holds a Bachelor of Science degree (Hons) in Estate Management, a Master's degree in Business Administration, and a Doctor of Philosophy degree in Business and Management. He is a Fellow of the Hong Kong Institute of Housing, the Chartered Institute of Housing, the Hong Kong Institute of Surveyors, the Royal Institution of Chartered Surveyors, the Hong Kong Institute of Real Estate Administrators, the Hong Kong Institute of Facility Management and the Hong Kong Institute of Directors. He is also a Registered Professional Housing Manager, a Registered Professional Surveyor (General Practice) and (Property and Facility Management), a Certified Facility Manager and a Licensed Estate Agent. Currently, Dr. Cheng is the Vice-Chairman of the Property and Facility Management Division of the Hong Kong Institute of Surveyors and the Director of Professional Development of the Hong Kong Institute of Facility Management. He is also a member of the Surveyors Registration Board and the Housing Managers Registration Board and various governmental advisory committees including the Property Management Industry Training Advisory Committee under the Education Bureau, the Youth Square Management Advisory Committee under the Home Affairs Bureau and the Labour Advisory Board, Committee on Occupational Safety and Health of the Labour Department, reflecting his contributions to the society. Dr. Cheng was the President of the Hong Kong Association of Property Management Companies (2009-2011). He has been the Chairman of the Housing Managers Registration Board (2006-2008); President of the Hong Kong Institute of Housing (2000-2002), a member of the Real Estate Services Training Board of the Vocational Training Council, a member of the Contractors Registration Committee of the Buildings Department and a member of the Review Committee of the Urban Renewal Authority between 2000 and 2003. |

He has extensive knowledge and experience in all aspects of quantity surveying and project management for a wide variety of projects in many countries. Stephen is the Fellow Member of the Hong Kong Institute of Surveyors, Fellow Member of the Royal Institution of Chartered Surveyors, Member of the Registered Professional Surveyors (Quantity Surveying Division), Member of the China Registered Cost Engineer. Mr. Andrew Lee Chun Lai, currently the Managing Director of Sunbase International Properties Management Ltd., is the Vice President of The Hong Kong Association of Property Management Companies for the Year of 2011-2013. He was awarded by the University of HK the Diploma in Housing Management and obtained the Diploma in Surveying and Bachelor of Science (Honours) Degree in Facilities Management awarded by college and university respectively in UK. After had been serving in the Government for over 10 years, he joined the private sector and worked in the subsidiary company of Cheung Kong Holdings, First Pacific Davies and was the Director of the joint venture between FPD & Bermuda Trust (HK) Limited before joining the present company. His professional qualifications include the Corporate Member of Chartered Institute of Housing UK (MCIH); Hong Kong Institute of Housing (MHKIH); Hong Kong Institute of Surveyors (MHKIS); and the fellow member of the Royal Institution of Chartered Surveyors (FRICS). Prof. Leung taught in HKU and Manchester U and is associating with City University as Chair of Sustainable Construction. He is honorary/guest professor of 14 universities internationally. He represents Hong Kong in International Organisations such as International Association for Computational Mechanics, International Union of Theoretical and Applied Mechanics, Asian Institute of Intelligent Buildings, International Chinese Association of Computational Mechanics, Chinese Green Building Council and the Royal Institution of Chartered Surveyors. He published more than 1050 pieces of work in Built Environment including 12 monographs and 500 journal papers of which 380 are cited in SCI. Ir Prof. Wong is a Professor in the Department of Building and Real Estate (BRE) as well as the Director of the Research Centre for Construction and Real Estate Economics (RCCREE) of the Hong Kong Polytechnic University. He was the Head of BRE from academic year 2005/6 to 2007/08, and is currently the Award Coordinator for the BSc (Hons) in Property Management. He has 30 years of academic and practical experiences, and has published more than a hundred and sixty papers including journal articles, conference papers, professional journals, research monographs, and consultancy reports. His main research interests include affordable housing development, and construction safety. Ir Prof. Wong obtained his BSc (Hons) in Building from the then Brighton Polytechnic, MSc in Architecture from the London University, and his PhD from the South Bank University. He is a Fellow Member of the Chartered Institute of Building (FCIOB), a Fellow Member of the Hong Kong Institute of Construction Managers (FHKICM), and a Fellow Member of the Hong Kong Institution of Engineers (FHKIE). Francis is currently the Chairman of the International CIOB Health and Safety Advisory Sub Group (Hong Kong and Southern China). Also, he is the Chairman of the Student Chapter Committee and a Board Member of the International Council for Research and Innovation in Building and Construction (CIB). |

Mr. XU is one of the first National Registered Property Managers in the People’s Republic of China and a senior economist with an MBA degree. Currently he is the CEO of Overseas Chinese Property Development Company Limited based in Guangdong. He also actively involves in enhancing the standards of his profession and holds a number of posts, including: Member of the 11th Guangdong Provincial Committee of CPPCC, the Executive Vice President at Federation of NGOs of Guangdong Province, the Vice President of the Chinese Property Management Association, the President of Property Management Association of Guangdong Province, President of Guangdong Province Certified Property Manager Association, and the Honorary Chairman of Associação de Administração de Propriedades de Macau. Being an expert in the industry, he is the Director of Property Management Research Institute of Guangdong Social Science Academy. Besides, he gives talks and seminars at universities from time to time, and has been a visiting professor at the Guangzhou University and the Kaifeng University in Henan. |

Prof. CHAU is currently Chair Professor of Real Estate and Construction at The University of Hong Kong. He has been teaching at The University of Hong Kong since 1987. He served as Dean of Faculty of Architecture during 2002-2005. Prof. Chau received the International Real Estate Society Achievement Award in 1999. He was President of the Asian Real Estate Society in 1996-7 and President of the International Real Estate Society in year 2000-2001. Prof. Chau's main areas of research include real estate investment and finance, sustainable development and building performance assessment. Most of his works are empirical studies with implications for policy makers, practitioners and investors. |

Prof. the Honourable Patrick Lau Sau-shing, SBS JP is a Legislative Councillor and Fellow Member and Past President of HKIA. He is an Honorary University Fellow, Honorary Professor, and former Professor and Head of the Department of Architecture at The University of Hong Kong, and Honorary Professor in the College of Humanities and Law in HKU School of Professional and Continuing Education. He received the HKIA Annual Award in 1984, 1989, 1996 and 2008, and the HKIA Medal of the Year in 2001 and 2002. He also received the Ten Outstanding Young Persons Award in 1984, the HKIA Outstanding Architect Award in 1991, and the Artist of the Year Award in 1999. He was honoured with the Silver Bauhinia Star in 2000 and appointed Justice of the Peace in 2004. He serves as Member of Hong Kong Housing Authority,
a Founding Director of Hong Kong Architecture Centre,
Council Member of The Open University of Hong Kong,

Comrade Xu Jianhua has been engaged 18 years on the research of property management, compiled the first training textbook named 《Professional ethics and services etiquette on property management 》in China. He have published respectivly more than 50 pieces of the article about the property management theory on national and provincial journals, such as "the try of reformed housing property management"、"The management"、" explore the Invitation to Tender and Submission to Tender on property management"、 "Developing strategies and innovative management, deserve to be mentioned that "Brand Management on Property Management" was named as the second prize in the 13th Guangdong modern enterprise management results; "achieving the shifts of priority in our development strategy, promoting the development of new socialist countryside" was evaluated as the first prize of excellent research papers by the《find》magazine of State property management in 2006;"the useful exploitation in the process of the new rural construction on property management" was included in the 48th《the Chinese property management》as one of the good achievements. |
